Rock salt quits before winter does
Rock salt is what nearly everyone means by “salting,” and for most of a Cleveland winter it is the right answer — cheap, fast enough, and it does not need explaining. It has a floor, though. Sodium chloride keeps melting ice down to around −6°F on paper, but it works so slowly as pavement drops that Minnesota’s Pollution Control Agency tells crews to stop using dry rock salt below 15°F altogether. It is not that it fails at 14°. It is that it stops working fast enough to matter before people arrive.
Cleveland’s average daily low in January is 22°F, so an average morning is comfortably inside rock salt’s range. The mornings that generate slip claims are not average ones, and pavement on a clear night radiates heat and runs colder than the air above it — so the thermometer on your porch reading 20° does not mean your lot is at 20°.
That is the whole reason a route carries more than one product. Below the salt line the job moves to a chloride that still works cold; where the concern is the concrete rather than the cold, it moves the other way, to an acetate that is gentler on a slab and needs 20–70% more material by weight to do the same work.

Why is salting billed separately from plowing?
Because it is dispatched separately. Ice control is triggered by pavement temperature and surface condition rather than snowfall, so it runs on mornings when no plow goes out at all. Billing it inside a plow visit would mean charging for it when it was not needed and omitting it when it was. On a seasonal contract it can be folded into the fixed number instead.

Will salt damage my concrete?
Salt does not attack cured concrete chemically so much as it drives more freeze-thaw cycles through it, and that is what does the damage. Those surfaces get an acetate or a blend instead, which is gentler and needs 20 to 70 percent more material by weight to do the same work.
What is anti-icing, and is it worth it?
Anti-icing means treating the surface before the event so a bond never forms between ice and pavement. It uses less material than breaking up a pack afterward and produces a better surface, which is why it is standard practice on highways. It is worth it where pavement temperature warrants it and the storm timing is predictable; it is wasted if rain washes it off first, and we will say so rather than bill for it.
How do I know how much salt actually went down?
